When Newland Communities in 2007 purchased land west of FishHawk Ranch to build Circa FishHawk, now under construction, the developer agreed to pay to expand a one-mile stretch of Lithia-Pinecrest Road between Bloomingdale and Adelaide avenues from two to four lanes.
